Authorities in Hillsborough discovered Yuhwei Chou's 7-year-old daughter and 10-month-old boy bound and restrained in their car seats.
Somerset County Prosecutor Michael H. Robertson announced that a mother has been charged in the deaths of her two small children, who were discovered bound and restrained in their car seats in Hillsborough on Tuesday.
According to Robertson, Yuhwei Chou, 36, of Skillman, was charged with two counts of first-degree murder in the deaths of her seven-year-old daughter Samantha Ross and her 10-month-old baby Paul Ross.
A 911 call was placed on Mountain View Road in Hillsborough on Tuesday, Nov. 9, at 7:41 a.m., reporting a disabled car off the roadway.
Chou and two children were spotted in the back seat of the vehicle, restrained in a booster seat and a baby seat, according to Robertson.
Officers noticed that the minors were bound and restrained. The children had no vital signs and were pronounced dead at the scene, according to Robertson.
Chou's biological children were recognized as the youngsters in question. Following an investigation by the Somerset County Prosecutor's Office Major Crimes Unit, the Crime Scene Investigations Unit, Hillsborough Township Police, Montgomery Township Police, and Investigators from the New Jersey Northern Regional Medical Examiner's Office, Chou was found to have caused the deaths of her two children Samantha and Paul.
Authorities are looking into the circumstances behind the deaths of the two toddlers.
There has been no indication of a motivation. The Medical Examiner's Office will conduct an autopsy to determine the cause and manner of death.
Following a medical clearance from an area hospital, Chou will be sent to the Somerset County Jail pending a bail detention hearing.
