According to Acting Essex County Prosecutor Theodore N. Stephens, II, Newark Police Officer Louis Santiago, 25, has been charged with reckless murder, desecrating human remains, and other related counts after hitting a victim on the Garden State Parkway. Santiago reportedly struck the victim in a 2005 Honda Accord at 3 a.m. on Nov. 1 and did not contact 911. Instead, he is accused of fleeing the site of the collision, returning to the scene, loading the victim into his car
